Steam cauliflower florets until tender (about 8 minutes).
Drain well and place in a baking dish.
In a saucepan, melt butter and add cream cheese and heavy cream.
Stir until smooth, then add most of the cheddar and mustard.
Pour cheese sauce over the cauliflower.
Top with remaining cheddar and paprika.
Broil for 5 minutes until golden and bubbly.
Sprinkle with bacon bits and serve.
